Lieutenant-Colonel Serge Jean was born in Montreal on November 16, 1961. He graduated from Les Etchemins High School in Charny, where he was also a member of Cadet Corps 2820, which was affiliated with the Régiment de la Chaudière at that time. He enrolled in the Canadian Forces in June 1978 and was commissioned as an officer in 1981. He has a degree in administration from Université Laval.

He started his career at 5e Régiment d’artillerie légère du Canada (5 RALC), where he served as command post officer, gun position officer and troop commander, and became a qualified parachutist. In July 1984, he was posted to the Officer Candidate School in British Columbia as platoon commander. He completed the Canadian Forces staff course in Toronto during that period.

On his return to Valcartier in the summer of 1987, he served as battery second-in-command, adjutant and operations officer at 5 RALC. During that time, he attended the Canadian Land Force Command and Staff College in Kingston. In the summer of 1992, he was posted to District No. 3 Headquarters in Quebec City as G3 operations.

He was promoted to major in June 1993 and was posted to 5 RALC, where he commanded Q Battery. In 1995, he and his battery were attached to 3 Battalion, Royal 22e Régiment, to serve in Bosnia Herzegovina, where he assumed command of the Kiseljak sector, near Visoko. When he returned, he was immediately posted to Land Force Quebec Area Headquarters in Montreal as executive assistant to the Commander. He was a student at the Canadian Forces Command and Staff College in Toronto from August 1997 to July 1998. After the course, he was appointed Deputy Commanding Officer of 5 RALC.

He was promoted to lieutenant-colonel in 2000 and studied at Université Laval for one year before being transferred to Kingston, where he acted as firepower doctrine director. While so employed, he became chair of the four-power working group on fire support for ABCA armies, and he represented Canada in various international working groups, such as the NATO terminology group. He was appointed Chief of Staff of 35 Canadian Brigade Group in Quebec City in June 2004. In July 2008, he assumed command of 34 Canadian Brigade Group Headquarters in Montreal.

Lieutenant-Colonel Jean was appointed to his current position as Commanding Officer of 6 Field Artillery Regiment on November 5, 2009.
